Peraturan Pemerintah (PP) No 60 Tahun 2016 tentang Pendapatan Negara Bukan Pajak (PNBP) Polri yang isinya soal kenaikan biaya pengurusan STNK dan BPKB menjadi perbincangan hangat. Terlebih di internal pemerintah lempar tanggungjawab muncul secara vulgar. Ada apa dengan manajemen pemerintahan?
Kenaikan biaya pengurusan STNK dan BPKB memang tidak menimbulkan aksi massa di jalanan. Tampak kasat mata, tidak ada respons negatif dari kebijakan pemerintah tersebut. Namun, suasana berbeda justru muncul di dunia maya. Hiruk pikuk penolakan yang isinya mulai dari sekadar sindiran berupa meme hingga analisa yang lumayan berat.
Apalagi, kenaikan ini hampir berbarengan dengan kenaikan tarif dasar listrik, kenaikan harga BBM, dan kenaikan komoditas pangan. Parahnya lagi, berbarengan dalam waktu satu pekan. Pekan pertama bulan pertama di tahun baru. Meski bukan berati tidak ada perlawanan dari pendukung pemerintah, tudingan penolakan hanya berasal dari orang kaya pura-pura miskin juga mencuat. Meski wacana ini tenggelam. Tak semassif yang menolak.
Situasi makin runyam setelah Presiden Jokowi melalui Menko Perekonomian Darmin Nasution yang justru mempertanyakan kenaikan biaya pengurusan STNK hingga tiga kali lipat. Di poin inilah publik seolah mendapat umpan. Bagaimana mungkin Presiden yang meneken PP namun justru mempertanyakan isi peraturan yang diteken sendiri. Situasi kian riuh.
Rupanya, penolakan sekaligus pertanyaan kritis terhadap kebijakan pemerintah menaikkan biaya pengurusan STNK dan BPKB hingga tiga kali lipat tidak hanya dari pihak yang kontra pemerintah. Partai utama pendukung pemerintah pun mempertanyakan kebijakan tersebut karena dinilai memberatkan publik.
"Kami meminta agar PP-nya itu direvisi dengan menyesuaikan kenaikan lebih rasionallah. Sekaligus menugaskan kepada kepolisian dan semua titik-titik pelayanan publik untuk mengefisiensikan dan memanfaatkan IT semaksimal mungkin," ujar anggota DPR RI dari Fraksi PDI Perjuangan Hendrawan Supratikno.
Terpisah, Wakil Ketua Fraksi PKS DPR RI Bidang Ekonomi dan Keuangan Ecky Awal Mucharam menilai kenaikan tiga kali lipat pengurusan STNK memberatkan masyarakat. Ia juga meminta pemerintah agar menghentikan saling lempar tanggung jawab atas persoalan tersebut.
"Kenaikan biaya pengurusan STNK sebesar 2 hingga hampir 3 kali lipat itu tidak masuk akal dan membebani rakyat.Terlebih pemerintah terkesan saling lempar tanggung jawab atas kebijakan ini," ujar Ecky di Kompleks Parlemen, Senayan, Jakarta, Jumat (6/1/2016).
Ecky menjelaskan Pemerintah tidak punya alasan kuat untuk kenaikan harga hingga fantastis itu. PNBP ini pada dasarnya untuk menutup biaya barang atau jasa yang digunakan dalam pelayanan. Ia juga menampik argumentasi yang disampaikan pemerintah terkait penyesuaian tarif lantaran inflasi. "Jika ini alasannya, bisa kita hitung dan semestinya hanya 25-30 persen. Kenaikan hingga 2-3 kali lipat tidak bisa dijustifikasi," tegas Anggota Komisi XI DPR RI ini.Ia menuding pemerintah tidak kreatif bila kenaikan pengurusan biaya STNK hanya bertujuan untuk menggenjot PNBP. Di sisi lain, pemerintah justru memberi fasilitas tax amnesty kepada masyarakat menengah ke atas. "Kesannya dengan kenaikan ini pemerintah sudah kehabisan akal untuk menaikan penerimaan negara yang dua tahun ke belakang selalu defisit," ujar Ecky.
Sementara terpisah, Jajang Nurjaman Koordinator Investigasi Center for Budget Analysis (CBA) mengatakan PP No 60 Tahun 2016 ilegal lantaran tidak ada institusi yang bertanggungjawab. "Kementerian Keuangan dan Polri, saling lempar batu sembunyi tangan atau saling lempar tanggungjawab adanya kenaikan tarif PNBP, alias STNK atau BPKB. Sesudah itu, dengan gaya pura pura tidak tahu, Presiden Jokowi malahan mempertanyakan kenaikan tarif STNK sampai tiga kali lipat," ujar Jajang.CBA menyarankan agar Presiden segera mencabut PP No 60 Tahun 2016 tersebut karena membebani masyarakat. Jajang menambahkan kenaikan biaya pengurusan STNK dan BPKB diperparah dengan kenaikan TDL, BBM serta komoditas pangan. "Seharusnya, Presiden Jokowi jangan lagi, mempertanyakan kenaikan STNK ini. PP No.60/2016 harus dicabut secara langsung oleh presiden," pinta Jajang.
