 Pemerintah dinilai saling melempar tanggung jawab masalah kenaikan tarif Surat Tanda Nomor Kendaraan (STNK). Wakil Presiden Jusuf Kalla (JK) pun mengakui jika memang terjadi masalah komunikasi di dalam pemerintahan terkait hal ini.

Menurut JK, baik institusi kepolisian maupun Kementerian Keuangan hanya bersifat mengusulkan. Kenaikan tarif STNK ini diputuskan oleh presiden melalui penerbitan PP Nomor 60 Tahun 2016 tentang Jenis dan Tarif atas Penerimaan Negara Bukan Pajak (PNBP). "Itu soal komunikasi pasti terjadi, tidak mungkin tidak. Kan mereka, Polri dan Menkeu mengatakan bahwa hanya mengusulkan. Memang, karena itu dalam bentuk PP jadi yang memutuskan Presiden. Jadi memang pasti bukan polisi yang memutuskan, bukan Menkeu yang memutuskan," ujar JK di Kantor Wakil Presiden, Jakarta, Jumat (6/1).

Ia menjelaskan, sebelum ditetapkan, keputusan tersebut sudah dikomunikasikan terlebih dahulu baik antara kepolisian, Menteri Keuangan, dan juga presiden. Terkait tarif PNBP, kata JK, pemerintah memang selalu melakukan evaluasi dalam jangka waktu tertentu. Karena itu perlu penyesuaian tarif PNBP sesuai dengan kenaikan biaya yang dibutuhkan.

"Tetapi pasti lewat Menkeu, pasti mulai dari Kapolri, Menkeu pasti ada koordinasi walaupun keputusan akhirnya ada di Presiden yang menandatanganinya atas usul dari bawah. Begitu jalurnya," ucapnya.

Menurut dia, sikap Presiden Joko Widodo yang mempertanyakan kenaikan tarif STNK tersebut tak berarti membatalkan keputusan penerbitan PP Nomor 60 Tahun 2016 tentang Jenis dan Tarif atas Penerimaan Negara Bukan Pajak (PNBP). Jokowi, kata JK, hanya menyampaikan agar kenaikan tarif tersebut dilakukan secara hati-hati.

"Presiden itu kan hanya, kan banyak perubahan-perubahan, Presiden hanya menyatakan bahwa hati-hati, tapi begitu sudah diketahui di situ, begitu sudah ditandatangani ya berlaku, tidak berarti harus ditarik lagi ya ndak," kata JK. 

Sebelumnya Presiden Joko Widodo mempertanyakan kenaikan signifikan pada tarif penerbitan STNK dan BPKB yang mulai berlaku 6 Januari. Menurut Menteri Koordinator Bidang Perekonomian Darmin Nasution, Jokowi menilai kenaikan tarif hingga tiga kali lipat dianggap membebani masyarakat.

Pemerintah menerbitkan PP Nomor 60 Tahun 2016 tentang Jenis dan Tarif atas Penerimaan Negara Bukan Pajak (PNBP) untuk mengganti PP Nomor 50 Tahun 2010 tentang hal yang sama. Isinya mengatur tarif baru untuk pengurusan surat-surat kendaraan bermotor, baik roda dua maupun roda empat oleh Polri secara nasional.

Besaran kenaikan biaya kepengurusan surat-surat kendaraan ini naik dua kali lipat dari nilai sebelumnya. Misalnya, untuk penerbitan STNK roda dua maupun roda tiga, tarif naik dari Rp 50 ribu menjadi Rp 100 ribu. Untuk roda empat, dari Rp 75 ribu menjadi Rp 200 ribu.

Kenaikan cukup besar juga terjadi di penerbitan BPKB baru dan ganti kepemilikan atau mutasi. Roda dua dan tiga yang sebelumya dikenakan biaya Rp 80 ribu, dengan peraturan baru ini, akan menjadi Rp 225 ribu. Roda empat yang sebelumnya Rp 100 ribu, kini dikenakan biaya Rp 375 ribu.

Selain itu, biaya pembuatan nomor kendaraan sesuai permintaan pemilik kali ini diatur biayanya. Misalnya, biaya pembuatan nomor kendaraan satu angka dengan huruf di belakang bakal dihargai Rp 15 juta, sedangkan tanpa huruf di belakang dikenakan biaya pembuatan Rp 20 juta.

Kapolri Jenderal Tito Karnavian menyatakan bahwa kenaikan biaya tersebut bukan keputusan dari Polri, melainkan berdasarkan kebijakan dari temuan Badan Pemeriksa Keuangan (BPK) dan usulan DPR. Menurut dia, PNBP yang dihasilkan akan digunakan untuk membayar harga kenaikan bahan serta membangun pelayanan sistem yang lebih baik. Sedangkan, Menteri Keuangan Sri Mulyani Indrawati juga menjanjikan bahwa kenaikan tarif pengesahan STNK dilakukan untuk memperbaiki layanan Polri bagi masyarakat.
